Oracle Learning Cloud is a skills driven learning platform that enables employees, teams and organizations to develop the most relevant set of skills. Oracle Learning combines informal and formal learning, from internal catalog and external learning sources into a single platform to provide learners with a single, unified learning experience.
Learning Initiative and Access Group Mass Withdraw Protection Improvements
For any learning initiative or access group that derives the target learners from more than one analyses or multiple criteria, an analysis or criteria might not return any learners. The new mass withdraw protection enhancement ensures that when this happens, the learner set derived from the impacted analysis isn’t withdrawn from the initiative or access group, while the learner sets derived from other analyses are. This gives you the opportunity to research if there's a problem with the analysis or criteria and fix it accordingly.
This enhancement provides faster processing of learning initiative and access groups with better protection against unwanted or accidental withdrawals.
Steps to Enable
Enable activity sequencing. If you already completed those steps, you don't need to do them again.
When you assign courses or offerings, you can now decide the outcome for people in the target audience that have existing, unexpired completions. You can reassign learners to or exempt them from the new assignment. And optionally, you can determine that outcome by the date of their existing completion.
When you re-assign a learner, they see a new assignment in their current learning. They need to complete it according to the configured completion settings. If you exempt them, the learner won’t see a new assignment in their current learning or learning history. But any learning administrator can see the new learning assignment with an Exempted status. The exempted assignment is evidence of the reassignment and exemption.
When reassigning learners with existing completions, you can specify when the validity of the existing completions expires. You base the validity on either the start or due date of the new assignment.
- If you expire the existing completion using the new assignment’s start date, the learner immediately becomes noncompliant until they complete their new assignment.
- If you expire the existing completion using the new assignment’s due date, the learner has a grace period before they‘re noncompliant.
This enhancement also lets you get learners into synced renewals when they have existing nonrenewing completions. The existing completion date and the new assignment’s renewal rules determine when the learner gets their new assignments for their current learning. After they complete their current assignment, they follow the renewal rules of their new assignment.
You can configure these renewal and assignment conflict rules when you create learning assignments or learning initiatives. You can also set up default renewal options and assignment conflict rules that apply when managers assign learning to their teams. Use the Configure Catalog Defaults task in the My Client Groups > Learning work area.

This enhancement lets you reassign learning to learners who have active completions for the learning.

Tips And Considerations
- The ability to reassign learning doesn’t apply to learners who already have a renewal cycle managed by Oracle Learning.
- When you use HCM Data Loader to load active learning assignments for learners with existing completions, the existing completions automatically get updated with an expiration date that’s the due date of the active assignment being loaded.
- You can’t modify these advanced rules after you create a learning initiative. Existing initiatives will adopt the reassign training option after you enable this feature. Thus any new learner appearing in the target audience during reconciliation gets a new assignment, even if they already have a completion not managed by a renewal.
- Exempted records are visible in the Learning Records Real Time subject area in Oracle Transactional Business Intelligence (BI). If you don’t want them included in your reports, you need to add a filter to exclude them.
- The Related Learning folder in the Learning Records Real Time subject area provides attributes that let you report on the relationship between exempted records and the existing completion. You can also report on the relationship between the new assignment and existing completion. This reporting helps you understand why assignments were exempted or why completions were expired

Renewals Management Improvements
When you change the renewal rules of required learning initiatives for courses, they now get applied to both existing initiative learners as well as new learners added later.
This enhancement lets you apply renewal rule changes for course initiatives to both the current learners and learners that get added later.
Steps to Enable
Enable activity sequencing. If you already completed those steps, you don't need to do them again.
You can now define the order in which a learner progresses through a series of activities in offerings or specializations. You can also define whether completion is required or optional for each activity. And you can define sections to group related activities, improving learner experience when offerings have many activities.
Additionally, you can now control when learners with active learning assignments see changes made to the offering or specialization. You can make the necessary changes and when you’re ready to update learner assignments, use the new Reconcile Learning Assignments action.
This enhancement lets you control the order that learners complete offering and specialization activities in.
Steps to Enable
Prepare to Enable
- Grant learning administrators these security privileges:
- Role: Learning Specialist REST Services
- Role: Use REST Service – eLearning Content Read Only
- Functional privilege: Use REST Service - Questionnaire Lists of Values
- If using a global RunAs user, ensure that the person has the data policy View Catalog Learning Items by Administrator with condition set to All Values
- Update this profile option site-level value using the Manage Administrator Profile Values task in the Setup and Maintenance work area:
- ORA_WLF_SEQUENCING_VERSION = Y
- Cancel all schedules for these background process because you’ll need to replace them with new processes as part of the post-migration configuration. At that point, these processes won’t function.
- Evaluate Person IDs for Assignment Rule
- Reconcile Dynamic Assignments
- Reconcile Access Groups
Enable
- Migrate the learning catalog and learning enrollments in current learning.
- Go to Tools > Scheduled Processes and schedule the Learn Migration process.
- On the Process Details dialog box, select the Migrate catalog and active assignments for sequencing data correction option.
Caution: When you click Submit, you’re committed to the migration. You won’t be able to undo the changes. Also, during the migration no one can use Oracle Learning.

- Click Submit.
- After step 1 completes successfully, migrate people’s learning history.
- Schedule the Learn Migration process again.
- On the Process Details dialog box, select the Migrate completed learner assignments to support sequencing data correction option.
- Click Submit.
- Verify that the process completes successfully.
After Enablement
Configure and schedule the new background processes that reconcile learning initiatives and access groups:

Note: You don’t need to separately schedule the Evaluate Person IDs for Assignment Rule background process anymore because these three new processes will handle its function automatically.

Tips And Considerations
The enablement steps, which migrate the current learning and active assignments, may take some time to complete. Make note of how long it takes on your nonproduction environment so that you know how long the Learning module will be unavailable in the production environment.
IMPORTANT: This feature isn't compatible with the Learning Planning and Budgeting controlled availability feature at this time and the migration step will fail. Compatibility is planned for 23C.
After enablement, your existing offerings and specializations will behave as they did before, meaning that learners can randomly complete their activities. You can update existing offerings or specializations to define a completion sequence for learners. Or you can create additional offerings and specializations, and define the completion and sequencing rules.
Learners who use HCM Cloud Mobile offline can work on any activities that were unlocked when they last synced.
HCM Data Loader has new business objects that replace existing business objects that don’t support sequencing. After you enable activity sequencing, you need to use the new objects because the existing objects will no longer work.

To replace SCORM, HACP, video, and .pdf content, learning administrators need to add the new content to the learning resources. Then they need to create a new activity to replace the existing activity.
At this time, learning administrators can't copy create additional offerings and specializations by copying existing ones.
To create courses and offerings, learning administrators need to use the Courses and Offerings tasks on the My Client Groups > Learning page. They can't create them from the edit content page.
Learning adminstrators can reposition activities in an offering or specialization section, but they can't move an activity to another section. They need to delete it from the current section and add it in the correct section.
When learning administrators create a course assignment, they can't select an offering nor can they edit the Learning Item As-Of date.

Here’s what you can do with the new observation checklists:
- Let learners rate themselves using the specified questionnaire before they’re observed. The observer can see the learner’s responses while they complete their checklist.
- Let observers fill in a checklist to either rate the learner’s performance or to sign off on each learning area. The observer is the final approver of whether the learner passes or fails that activity.
- Define observers using named individuals, manager hierarchy, or areas of responsibility.
- Determine how many attempts an observer can document. You can report on each attempt, and let the current observer review each prior attempt.
This enhancement lets learners assess their learning and lets observers assess it as well.
Steps to Enable
- Enable activity sequencing. If you already completed those steps, you don't need to do them again.
- Create the Learning Observation Checklist questions, questionnaire templates, and questionnaires.
- Add the observation checklists to the learning catalog resources.
- Create self-paced activities with the learning observation checklists for applicable self-paced and blended learning offerings.
- Optionally enable worklist notifications to learners when an observer completes their checklist by setting the site-level value for the ORA_WLF_OBS_CHCKLST_LRNR_COMPL_NOTIFY profile option to Y.

Waitlist Management Automation
After the offering end date is past for instructor-led (ILT) and blended learning offerings, the new Change the Status of Offering Assignments with Any Pre-Active Status to Delete process automatically sets the status to Deleted for all offering assignments with these statuses:
- Waitlisted
- Pending seat acceptance
- Requested
- Pending fulfillment
- Pending prerequisites
When the start date arrives for an ILT offering, existing waitlisted learners will no longer automatically be granted a seat when one becomes available. Learning administrators will control the active learners and can accept more learners into the offering or not.
This enhancement lets you more easily reconcile learner attendance. And you no longer need to manually change the status of waitlisted assignments to Deleted.

You don't need to do anything to enable this feature.
Tips And Considerations
You can also define capacity for self-paced offerings. But limiting the enrollment of waitlisted learners isn’t possible because this type of offering doesn’t have start or end Dates.
Learn Community and Learn Enrollment Task Types in HCM Journeys
You can now use the Learn Community task type in HCM journeys to join a community and the Learn Enrollment task type to let learners enroll in specific learning. For example, add a Learn Community task type that requires the assignee to join the new hire learning community.
Here are the steps to use these task types:
- Configure the learning community or item in Oracle Learning.
- Create an HCM journey with the Learn Community or Learn Enrollment task type.
Configure the Learn Enrollment task type to associate it with learning involving one of these content types. First you select the content type, then the specific learning item.

- Learning journey
- Offering
- Specialization
- Video
This enhancement lets you create journeys that assignees can use to join a specific learning community or enroll in a specific learning item.

Access Requirements
You need to grant the people who work on checklist templates the Manage Journey (PER_MANAGE_CHECKLIST_TEMPLATE_PRIV) function privilege. This table shows the duty roles that support checklist templates and the delivered roles that inherit these duty roles.

A learner enrolled in a primary course offering, can now join the ILT offering that they were previously waitlisted for, when a seat becomes available. After the learner accepts the ILT offering seat, the ILT offering becomes the active enrollment and the learner gets withdrawn from the current primary offering. If they decline the seat, the offering is removed from their enrollment and the primary offering they're already enrolled in applies.
This enhancement gives learners flexibility in completing their enrollments, saving learning administrators time.

Communities I Manage Page Enhancements
You can now access all of the communities that you manage on your My Communities > Communities I Manage page. It doesn’t matter whether they’re self-service, official, topic, or category.

My Communities Redwood Learner Experience
The Redwood learner experience has expanded to include the My Learning Communities pages. You can reach these pages using the Actions menu of Explore tab on the Me > Learning page > Actions > View My Learning Communities.
The My Learning Communities page has two filter chips that let you easily toggle between communities that you’re a member of and communities that you manage.
This enhancement lets you easily access your learning communities, as a member and as a manager.

Tips And Considerations
If you enabled the Redwood learning experience before release 23A, you need to re-ingest the learning catalog to Oracle Search Cloud Service. To ingest the learning catalog, submit the ESS job to create index definition and perform initial ingest to OSCS process once with the fa-hcm-learningitem input parameter.

The Redwood learner experience has expanded to the My Videos, My Learning Journeys, and Recommended Learning pages. You can reach the video and journey pages using the Actions menu of Explore tab on the Me > Learning page.
You can see the videos that you published and that are pending approval or transcoding on the new My Videos page. You can also publish other videos from this page.
You can see the learning journeys that you published on the new My Learning Journeys page. You can also author other learning journeys from this page.
Access learning recommended to you and learning that you recommend to others using the Recommended Learning tab on the Me > Learning page.
This enhancement gives you the Redwood experience across all of your shared learning pages.

To let people access the View My Videos action, grant them the Manage Learning Self-Service Videos privilege.
To let people access the View My Learning Journeys action, grant them the Manage Learning Self-Service Tutorials privilege.
To let people access the View Recommendations I Made action, grant them the Manage Recommended Learning privilege.
You can use Oracle AI to suggest appropriate skills to set as learning outcomes while configuring a course or specialization. Suggestions are based on the course or specialization title, description, and short description. The more you curate the suggestions, the better they'll become.
You can curate the skills suggestions in a Microsoft Excel workbook.
You can also review the suggestions for a specific course or specialization on its Learning Outcomes tab. Any suggestions where you set the skills curation status to Yes show on the course or specialization details page, definitions tab. They're also the only skills that transfer to learners’ talent profiles after they successfully complete the learning. The skills that you don't curate don't become learning outcomes.
NOTE: Curated skills won’t show in workbooks generated by future processing. But they will show on applicable Learning Outcomes tabs as well as course and specialization definitions. And every skill that you curate teaches Oracle AI services to produce better suggestions.
Any skills with a curation status of No continue to appear on the Learning Outcomes tab, but not in the details definition. They also don’t transfer to talent profiles after successful completion of the course or specialization. If you delete a skill suggestion—from the Learning Outcomes tab or the spreadsheet, it’s removed everywhere and won’t appear again in future skill suggestions for that course or specialization.
This enhancement lets you make use of ever-improving AI to apply relevant learning outcomes to courses and specializations.
Steps to Enable
- Implement Oracle AI Apps for HCM and Dynamic Skills and set up products to use them. For details, see the Implementing Oracle AI Apps for HCM and Dynamic Skills technical brief available on My Oracle Support (document ID 2826501.1).
- Enable Redwood learner experience setup.
- Run the AI Suggested Skills for Learning Items background process as appropriate using the Tools > Scheduled Processes task. For example, run a full process initially to get skills suggestions for all of your existing courses and specializations. Then run incremental processes to get suggestions for new courses and specializations.
Tips And Considerations
You need to complete and save the general information for all courses and specializations that you want to get skills suggestions for. Then next time you run the process, the results will include suggestions for those courses and specializations.
Learning Incident Transaction Enhancements
Learning incident transactions now appear in the Transaction Console. Workflow administrators can perform all standard actions on these transactions, such as Terminate, Withdraw, or Reassign.
You can’t enable or disable the Learning Incident flow using the Bypass Approvals option on the Transaction Manager: Rules page. The flow is always on.
This enhancement consolidates access to all incident management transactions in Transaction Console.

Learning Item Contribution Approver Improvements
You can now preview the applicable learning in the approval notification itself, so that you can make an informed decision about whether to approve it.

Transactional Business Intelligence for Learning
Oracle Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.

Reporting on Learning Activity Progression
You can now report on offering and specialization completion criteria. This reporting lets you see which activities or sections are required and voluntary, any specified sequencing order, and so on. Previously you could report on this information only after the learning was completed. Now these details are available even for in-progress learning.
This enhancement lets you report on learners and learning while the learning is in progress and understand which activities they have yet to complete.

New Offering Information Columns in Learning Records
You can now report on additional offering information, such as Offering Coordinator, Capacity, and Publish Dates, using new columns added to the Offering Assigned Learning Item Information folder.

New Attributes and Measures in Learning Records Real Time OTBI Subject Area
We standardized the names and structures between REST and the Learning Records subject area. As part of this project, we added new folders and renamed existing folders and attributes.
Here are the new set of attributes in the new Learning Content Information folder:

Tips And Considerations
We recommend that you use the new attribute names and new folder locations. But all of your existing reports that use any of these folders and attributes will continue to work without any changes.

REPLACED OR REMOVED FEATURES
From time to time, Oracle replaces existing Cloud service features with new features or removes existing features. When a feature is replaced the older version may be removed immediately or at a future time. As a best practice, you should use the newer version of a replaced feature as soon as the newer version is available.

Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.
Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.

The following is a list of Controlled Availability features that are being offered by our Controlled Availability Program.
NOTE: These features are not generally available for all customers at this time. These are only available through the Controlled Availability Program and will require approval to become a part of the features program. To be a part of these programs you will be required to participate in testing and providing feedback. Some programs may require other participation as well.
Not to worry if you don't have to time to be a part of these early stage programs. You can uptake this feature when it is generally available for all customers. When these features are available for all customers you will see the features under their product headings as usual.
We invite you all to browse through the list of features to see if there are any features you are interested in implementing in advance of the features scheduled release. Learning | New Manager Experience | The Team Learning page will give you insight into how your whole team is progressing on learning enrollments, it's a snapshot of all learning including overdue and what is due soon. The default criteria for this view is Reports>Direct Reports and Enrollment Status, which generally are 'Not Started' and 'In Progress’. You can use Switch Team action from the page level header to see enrollments of any reports of your direct reports. Page level actions like Assign Learning, Search Learning Catalog, Record Learning Experience, Request Noncatalog Learning, Publish Video, Author Learning Journey and Create Learning Community are available to the manager under Actions. The toggle in the main content area allows you to toggle between Learners and Learning Items Views. Learner rows can be drilled into for viewing the learning items that the learner is enrolled in. |
