Report = New or modified, Oracle-delivered, ready to run reports.
UI or Process-Based: Small Scale = These UI or process-based features are typically comprised of minor field, validation, or program changes. Therefore, the potential impact to users is minimal.

Oracle Learning Cloud is a skills driven learning platform that enables employees, teams and organizations to develop the most relevant set of skills. Oracle Learning combines informal and formal learning, from internal catalog and external learning sources into a single platform to provide learners with a single, unified learning experience.
The new Redwood Browse Learning and Topic Index page give learners an enhanced experience when they're browsing the learning catalog to see what learning they might be interested in. The Browse Learning page provides dedicated Featured and Recommended views. It also provides category views to see related learning topics and items.
The Featured view shows the learning marked as Featured. The number of each description corresponds to the area in the Featured View image with the same number.
- The image carousel shows the five most recently featured items that the learner has access to.
- The view groups featured learning into five categories:

Each category shows up to 25 of the most recently featured learning that the learner has access to, with the most recently featured learning appearing first.
Browse Learning Page, Featured View
The Recommended view shows learning recommended to the learner. The number of each description corresponds to the area in the Recommended View image with the same number.
- The image carousel shows the five most recently recommended learning.
- The view groups recommendations by recommendation categories. Oracle Learning provides a few categories, such as Popular with others in my job using the ORA_WLF_RECOMND_CATEGORY lookup. You can add your own categories to the lookup. Each category shows up to 25 of the most recent recommendations for the learner.
Browse Learning Page, Recommended View
The category views show the topics and learning in the category. In the Category View image, the categories are Cloud through Infrastructure. The number of each description corresponds to the area in the Category View image with the same number.
- The image carousel shows the 5 most recently featured items in the category. Each featured topic includes the topic cover art, title, and description.
- Each row in the views is a topic community that's part of the category. Learners can follow and unfollow these topics.
- Each topic community shows up to 25 learning items that are part of the topic.

The Topics Index page lets learners view all topics they have access to by category or all topics by alphabetical blocks.

This feature simplifies and enhances learners browsing experience.
Steps to Enable
- Enable Redwood self-service for learners, if you haven't already.
- Configure Oracle Learning to use Oracle Search for recommendations
- For the ORA_WLF_ORACLE_SEARCH_LEARNINGRECOMMENDATION_ENABLED profile option, set the Site level value to Y.
- Ingest learning recommendations to Oracle Search using the ESS job to create index definition and perform initial ingest to OSCS process and the fa-hcm-learningrecommendation parameter.

If you enabled the Redwood user experience before release 23B, then you need to ingest learning items to Oracle Search using the ESS job to create index definition and perform initial ingest to OCS process and the fa-hcm-learningitem parameter.
- Grant learners the WLF_REST_SERVICE_ACCESS_LEARNING_RECOMMENDATION and WLF_ACCESS_WHAT_TO_LEARN functional privileges.
Tips And Considerations
- Prior to 23B, recommendations were visible in the Recommended Learning page, which is now replaced by the Browse page.
- The Recommendations tab requires the learner to be granted the WLF_ACCESS_WHAT_TO_LEARN functional security privilege.
- The view tabs, such as Featured, Recommended, and the categories, are only visible if there are items for the learner. Otherwise they're hidden.
- Following a topic is equivalent to becoming a member and the topic will thus also be visible on the learner's My Learning Communities page.
- Closed topic communities aren't supported and don't appear on the Browse, Topic Index, or search pages.

Popular with My Job Learning Recommender
You can now automate learning recommendations to employees based on their current job and learning that's popular with others in the same job or job family. Generate up to 20 recommendations per active learner work assignment on a weekly basis. These recommendations depend on the quantity of learners in the same job or job family who voluntarily completed the courses, specializations, videos, or learning journeys in the previous 6 months.
A voluntary completion by someone with multiple active work assignments affects the popularity of that learning for all of the person's jobs. And when the job for someone's active work assignment belongs to a job family, their voluntary completion affects the popularity of that learning for all jobs in that job family. Learners having multiple active work assignments get recommendations based on each job or job family associated with their work assignments. To keep their recommendations relevant, learning that they already completed or recommendations they previously dismissed isn't recommended again.
These recommendations appear on the Redwood Me > Learning, Browse Learning page, in the recommendation category: Popular with others in your job. The most popular learning appears first. The more learners who voluntarily completed the learning, the more popular the learning. The Recommend the Most Popular Learning background process creates the recommendations. To keep them relevant and fresh, we recommended that you schedule this process to run once a week.

This feature lets you drive more learning engagement with minimal manual effort.
Steps to Enable
- Enable the Redwood learner experience, if you haven't already done so.
- Enable the Browse Learning enhancement. See the 23B What's New, Redwood Browse Learning
- Schedule the Recommend the Most Popular Learning background process to run once a week with a job mode of POPULAR_CATEGORY_RECOM_REFRESH_AND_SYNC. Scheduling the process for a shorter frequency won't change the results, so for best performance, run it only once a week and on the weekend, if possible.
Tips And Considerations
- Voluntary completions are voluntary learning assignments that learners completed or that their manager marked as complete on their behalf using My Team > Learning.
- The recommendations appear on only the Redwood self-service Browse Learning page. They don't appear on any pages opened from My Client Groups > Learning.
You can now control how Oracle Learning determines when a learner has completed SCORM content that contains a mastery score. Use either the learner's score sent by the content to the eLearning player, or the lesson status sent by the content to the eLearning player.
When using the learner's score, Oracle Learning assesses if the learner passed or failed their session by comparing the learner's score to the mastery score when the learner exits the eLearning player. This mode typically works well when the content is designed so that the learner is quizzed on all of the content together at the end and the learner completes the quiz in one session. This mode also works well for content that isn't well designed and doesn't send a lesson status to the eLearning player.
When using the lesson status, Oracle Learning doesn't assess if the learner passed or failed the session. Instead the content must send an explicit signal to the eLearning player after it determines the learner has successfully completed. This mode typically works well with content designed to quiz the learner throughout, especially if learners don't complete the content in a single session. This mode typically gives learners a better resume experience across multiple sessions.
You set how to handle completion when learners close content before the end in the Advanced section of the Content Details page when you add SCORM and HACP content to the learning catalog. Use the Content task on the My Client Groups > Learning page.

For example, you add content with an unlimited number of attempts and a Mastery Score of 30. There are 3 questions, each worth 10 points. The content is designed so that learners review pages 1 and 2, then answer questions 1 and 2. Next they review page 3 and answer question 3.

This feature lets you recognize the status of SCORM content items, even when the learner doesn't finish the content.
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
- Prior to this release, completion was always assessed using the learner's score. This setting persists for all existing SCORM content after this update. You can update individual SCORM content to the new setting as appropriate.
- You can update all your existing scored SCORM content to this new setting by going to Tools > Scheduled Processes and submit the Learn Migration process using the data correction option called Populate Completion Strategy for SCORM and AICC contents.
- Any new SCORM loaded to Oracle Learning from this release forward defaults to Always use the lesson status.
Skills Advisor for Learning Support for Skill Level
From Update 23A, learning administrators can select and curate skills suggestions made by Skills Advisor for Learning. With this release, they can set the skill level on the skills advisor suggestions when configuring learning outcomes for a course or specialization.

This enhancement improves learning administrator productivity because they can now set the skill levels while curating skills in the workbook.
Steps to Enable
- Activate Oracle Adaptive Intelligence Apps for HCM.
- Set up Skills Center for dynamic skills.
- Enable Redwood learner experience setup.
- Run the AI Suggested Skills for Learning Items background process as appropriate using the Tools > Scheduled Processes task. For example, run a full process initially to get skills suggestions for all of your existing courses and specializations. Then run incremental processes to get suggestions for new courses and specializations.
Tips And Considerations
You need to complete and save the general information for all courses and specializations that you want to get skills suggestions for. Then next time you run the process, the results will include suggestions for those courses and specializations.

The Redwood Team Learning home page simplifies your ability to track your team's overall learning, by learner and learning item.

- Easily search for a particular learner by their display name, person number, work email address, or username.

- Enable activity sequencing and the Redwood user experience, if you haven't already done so. Line managers can't use Redwood Team Learning if they aren't enabled.
- Grant the Use REST Service - Learning Record Searches by Manager role to line managers and regenerate data roles where it is added, to configure the associated data security policy condition.
- Enable learning record synchronization with Oracle Search using the Manage Administrator Profile Values task in the Setup and Maintenance work area. Set the site-level value for the ORA_WLF_ORACLE_SEARCH_LEARNINGRECORD_ENABLED profile option to Y.
- Initialize learning record and data security access control list synchronization in Oracle Search. Use the Tools > Scheduled Processes task to run these processes:

- Configure My Team > Learning to open the Redwood Team Learning home page using the Manage Administrator Profile Values task in the Setup and Maintenance work area. Set the ORA_WLF_LEARN_MYTEAM_VBCS_ENABLED profile option code to Y. You can enable this setting at the site level or for specific users for testing purposes. To revert to the nonRedwood team learning experience at any time, set the profile option code to N.
Tips And Considerations
With the appropriate privileges managers can also create application-wide saved searches and set the application-wide default save search. To use the saved search feature managers need these privileges:

- HRC_ACCESS_HCM_COMMON_COMPONENTS
To manage the application-wide saved searches, managers need the HRC_MANAGE_SYSTEM_SEARCHES privilege.
You can make these Redwood Team Learning home page customizations using Visual Studio Builder. These actions are secured by the existing functional security privileges for the current experience. If you haven't granted privileges for these actions, you don't need to hide them in Visual Studio Builder.

Automate Microsoft Teams Virtual Classroom Attendance
Enable the virtual instructor-led (VILT) completion rules so that offering activities using Microsoft Teams-based virtual classrooms are automatically marked as complete when attendees exceed the attendance duration time you configured.
This enhancement saves time and prevents manual completion mistakes because Oracle Learning does the work for you.
Steps to Enable
- Set up the Microsoft Teams integration. For details, see the Virtual Classroom Providers topic in Implementing Learning guide.
- Enable completion rule defaults using the Configure Catalog Defaults task on the My Client Groups > Learning page.

Tips And Considerations
- You need to define employees' work email addresses in Oracle Fusion Cloud HCM that match the email addresses they use to join Microsoft Teams sessions before Oracle Learning can update attendance.
- Attendance automation applies only to offering activities that don't already have teams attendance reports obtained by the Virtual Classroom External Provider Synchronization process.
Zoom Virtual Classrooms Provider
You can create and update Zoom web conferencing events directly in Oracle Fusion Cloud Learning after integrating the applications. In Oracle Learning, the events are part of virtual instructor-led training (VILT).
Here's what learning administrators can do:
- Select a Zoom account when creating virtual instructor led training activities.
- Create and modify VILT activities in Oracle Learning that link to the selected Zoom account. This keeps the activities in sync with corresponding Zoom meetings for the instructors and the learners assigned to the activity.
- Assign or withdraw learners from virtual ILT activities and keep the associated Zoom meeting attendance in sync.
Here's what learners can do:
- Join the virtual classroom directly from the activity details page 15 minutes before the event.
Here's what instructors can do:
- Join the virtual classroom directly from the offering details page on the day of the event.
This feature lets you leverage Zoom as a virtual classroom provider directly in Oracle Fusion Cloud Learning.
Steps to Enable
If you already have configured one or more Zoom provider accounts and defined instructors in Oracle Learning with Zoom classrooms, you must reauthenticate them with this release following these steps.
Set up the Zoom account.
When configuring the Zoom provider in Oracle Learning, you need to authenticate to Zoom, to generate an authorization code. Here's the key configuration that the Zoom account that you sign in with to connect to Oracle Learning requires needs to have:
- It needs to have the administrator system role because it has the Manage and Install Marketplace apps for the Zoom account permission required to install the Oracle Learning app from the Zoom market place. For information about Zoom roles, see Using Role Management on Zoom support. This Zoom account also needs these permissions:

- View Recording Management, in Account Management
- View Meetings, in Dashboard
- View and Edit Users, in User And Permissions Management
For more information about Zoom permissions, see How to change permissions for a role on Zoom support.
- Verify that the Zoom account has permission to install Zoom Marketplace apps for your organization. For more information, see Allowing specific users or user groups to install an app on Zoom support.
- Add the Oracle Learning app from the Zoom Marketplace and allow the access it requests.
Enable the Zoom classroom provider in Oracle Learning.
- Configure Zoom integration using the Configure External Providers task on the My Client Groups > Learning page.
- On the Configure External Providers page, in the Zoom row, click Configure.
- On the Configure External Provider: Zoom page, create a Zoom account. If you already have Zoom accounts listed here, you need to edit each of them and complete steps 4 through 10.
- In the Configuration Parameters section, enter an account name and description. We suggest that you include the Zoom email address you use in step 6, in either the account name or description for reference.
Note: This account name is used only in Oracle Learning when linking instructors to Zoom and when adding a named virtual classroom to VILT activities. It has no effect on the integration between Learning and Zoom.

Click Generate Authorization Code.

In the Zoom sign in page that opens in a new browser tab, enter the signin credentials you created when you completed the Set up the Zoom account steps.

After you sign in, you're redirected to a URL containing the authorization code. Copy this code.

In the Configuration Parameters section, Authorization Code field of the Oracle Learning page, paste the authorization code from the Zoom URL.

Click Validate.

After you have confirmation that the account was validated, click Save and Close.
Reminder: If you're updating existing Zoom accounts, you need to complete steps 4 through 10 for each account you're updating.
Link Zoom classrooms to an appropriate instructors. For details, see the Link an Instructor to a Virtual Classroom Provider topic in the Using Learning guide.
Tips And Considerations
Oracle Learning doesn't automatically acquire and store Zoom session recordings. To share session recordings with attendees, instructors can manually upload the recording from their computer to the activity as a related material.

Automate Withdrawal of Learners with Terminated Employment
You can now automate the removal of learning assignments, recommendations, and learning item access for employees whose employment was terminated. Use the new Update Learning Assignment Statuses to Deleted or Withdrawn for Learners Whose Employment Was Terminated background process. Previously you had to do removals manually.
This enhancement ensures that there are no active learning assignments for employees whose employment was terminated.
Steps to Enable
- Enable the Terminated Employee ATOM Feed if it isn't already enabled. For details refer to Atom Feeds topic in the REST API for Oracle Fusion Cloud HCM guide.
- Schedule the new Update Learning Assignment Statuses to Deleted or Withdrawn for Learners Whose Employment Was Terminated process. You need to have the WLF_MANAGE_LEARNING_SETUP privilege to schedule the process.
Tips And Considerations
We recommend that you run the new Update Learning Assignment Statuses to Deleted or Withdrawn for Learners Whose Employment Was Terminated process after reconciling learning initiatives and access groups. This way a future attempt by an initiative to reactivate a rehired worker that the initiative previously managed, will successfully complete.

Process User Access Improvements
The Process Access Control Lists for Learning Items for OSCS process ensures that the Explore page search results enforce changes in access lists. After you enable the Redwood experience, this process runs automatically when you schedule Process User Access. You no longer need to schedule it separately.
This enhancement automates up-to-date enforcement of changes in access lists.

Load Training Suppliers using HCM Data Loader
You can now use HCM Data Loader to:
- Create, update, and delete training suppliers.
- Associate a training supplier while loading classroom and instructor resources.
- Purge (physically delete) classrooms and instructors.

Redwood Learning Assignments List Page for Administrators
The Redwood Learning Assignments page gives learning administrators a new way to search for learning enrollment backed by Oracle Search Cloud Service. This lightweight search lets them search primarily by learning enrollment attributes. They can use it in addition to the existing learners search page, or instead of it depending on their needs.
The Redwood Learning Assignments page lists the required and voluntary assignments. The call outs on the page shown here mark these features:
- Search for learning enrollments using an enrollment number, learning item number, learning item title, assigned person's display name, or person number.
- Filter the assignments using the available filters including enrollment attributes, such as dates, enrollment type, learning item type, and assigned person's business title.
- Create saved searches and set a default to use when opening the page.
- Create required and voluntary assignments.
- Choose the columns to display, including enrollment attributes, and assigned person's business title or person number.
- Sort the listed assignment by clicking a column header.
- View assignment details:

- Click an enrollment number to open the enrollment details page.
- Click a name to see a list of all that person's enrollments.
- Click a learning item title to see a list of all the enrollments for that learning.

This feature gives learning administrators a comprehensive view of assignments with navigation tabs and view toggles that let them quickly and easily switch pages and views.
Steps to Enable
Most of the steps are identical to those for enabling the Redwood Team Learning enhancement. If you have already completed those steps you need to complete only step 2, which is specific for this enhancement.
- Enable activity sequencing and the Redwood user experience, if you haven't already done so.

Grant the Use REST Service - Learning Record Searches by Administrator role to learning administrators. And regenerate data roles where it's added, to configure the associated data security policy condition.

Enable learning record synchronization with Oracle Search using the Manage Administrator Profile Values task in the Setup and Maintenance work area. Set the site-level value for the ORA_WLF_ORACLE_SEARCH_LEARNINGRECORD_ENABLED profile option to Y.

Initialize learning record and data security access control list synchronization in Oracle Search. Use the Tools > Scheduled Processes task to run these processes:

Tips And Considerations
- These pages don't yet support searching for learning assignments using worker attributes, such as business unit, learner email address, and position. Search is limited to learning assignment attributes and the learner's business title.
- Updating assignments, such as changing the status, isn't supported yet.

With the appropriate privileges, administrators can also create application-wide saved searches and set the application-wide default save search. To use the saved search feature administrators need these privileges:
- HRC_REST_SERVICE_ACCESS_SAVED_SEARCHES
- HRC_ACCESS_HCM_COMMON_COMPONENTS
To manage the application-wide saved searches, administrators need the HRC_MANAGE_SYSTEM_SEARCHES privilege.

Configure Parallel Approvers and Voting Rules in Learning Approvals
You can now configure parallel approvers and voting rules in Transaction console for these learning approvals flows:
- Learning Assignment Completion Flow
- Learning Assignment Withdrawal Flow
- Learning Incident Flow
- Learning Item Contribution Flow
- Learning Request Flow
Previously you could add only a user or a group of approvers at each step. Now you can add users and groups of approvers at each parallel step.

You can also set voting rules, such as what percentage of approver response is required to determine whether the request is approved or rejected.

Secure Learning Approvals Using Profiles and Delegation
In one enhancement, HCM administrators can now create transaction security profiles to control which approval transactions learning administrators and manages see when they're on the HCM Transaction console page. In another enhancement, approvers can now delegate learning approval tasks. The two enhancements are independent of each other.
These enhancements lets HCM administrators secure learning approval transactions and lets approvers delegate learning approval flows.

- Click My Client Groups > Workforce Structures.
- Under Security Profiles, click Transaction Security Profiles.
- Click Create.
- On the Create Transaction Security Profile page, complete the basic details.

These pages or flows have been recreated in the Redwood tool set Visual Builder Studio (VBS) to improve your user experience. The pages or flows look and act like Redwood pages or flows, to help create cohesiveness through the application.

You can now use the new Redwood request noncatalog learning page to request learning that isn't part of the Oracle Learning catalog. And you can use the new Redwood record external learning page to add learning that you completed outside your organization to your learning history.

Oracle Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.

Report on Future-Dated Enrollments in Learning Records Subject Area
Reports based on the Learning Records subject area now include future-dated enrollments, such as when you're using renewals. If you don't want to see the future-dated enrollments, you need to add an additional filter condition: "Active Details"."Enrolled on Date" <= CURRENT_DATE
You also need to update the existing Oracle Business Intelligence Cloud Connector extracts, which are based on LearnerLearningPVO View Object, because attribute names in the View Object have changed.

Leverage new subject area(s) by adding to existing reports or using in new reports. For details about creating and editing reports, see the Creating and Administering Analytics and Reports book (available from the Oracle Help Center > your apps service area of interest > Books > Administration).
Report on Learning Activity Reconciliation Changes
With sequencing enabled, if you makes changes to the definition of offerings, courses, or specializations, you need to push out those changes to learners with active assignments. Do this using the Reconcile Learning Assignments action. If you don't, use reconcile the learning assignments, those learners won't see the changes when they next continue their work the learning assignment.
These attributes let you report on whether the affected learning assignments point to the most recent learning definition and what version of the learning each learner has.
