Overview

HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:

  • Release Updates (20A, 20B, 20C, and 20D)
  • Optional Monthly Maintenance Packs to each update

It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.

This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.

Absence Management

Oracle Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.

New Quick Action Links for Absence Administrators

The Absences landing page now has a new section called Person Management. This section contains two new quick actions called Absence Records and Work Schedule Assignments. They provide administrators with a quick and efficient way to navigate to the respective pages without having to visit the Person Management page.

Absences Landing Page

You can use the Absence Records link to search for an employee and land directly on the Manage Absences and Entitlements page for that employee.

You can use the Work Schedule Assignment link to search for an employee and land directly on the Schedule Assignment page for that employee.

Steps to Enable

Make the feature accessible by assigning or updating privileges and/or job roles. Details are provided in the Role section below.

Role Information

These quick actions are secured the same way as the actions in the Person Management page were secured.

The quick action for Manage Absence Records is secured as follows:

  • Function privilege: Maintain Absence Record (ANC_MAINTAIN_ABSENCE_RECORD)
  • Data Privilege: Data Privilege: Maintain Absence Record Data
  • Role: Maintain Workers Absence Records (ORA_ANC_ABSENCE_RECORD_MAINTENANCE_DUTY)

The quick action for Work Schedule Assignment is secured as follows:

  • Function Privilege: Manage Work Schedule Assignment (PER_MANAGE_WORK_SCHEDULE_ASSIGNMENT_PRIV)
  • Data Privilege: Manage Work Schedule Assignment Data
  • Role: Manage Schedules and Exceptions Assignment (ORA_PER_SCHEDULES_AND_EXCEPTIONS_ASSIGNMENT_MANAGEMENT_DUTY)

Automation of Accrual Plan Enrollment and Plan Balance Copy During Local and Global Transfers

The process of local and global transfers now includes automation of accrual plan enrollment and copying of plan balances. When an employee is transferred, all active plans are end dated in the old organization. If the employee is eligible for the same plan in the new entity, then the application automatically enrolls the employee into the same plan in the new entity.

Similarly, the plan balance is copied from the old organization to the new organization. If the old absence plan had been configured for carryover, then the carryover amount, as well as the carryover expiration details, if applicable, will be copied over to the new plan. The new plan will show an initial balance copied over from the old organization and any applicable carryover amounts that expire on or after the transfer. Carryover expiration details will also be copied over to the new plan.

The automation of absence plan enrollment and balance copy automation for local and global transfers will be delivered in phases across multiple releases. Currently, it is available only for front loaded and incremental accrual plans with carryover options enabled. It does not support other plan types or accrual plans with vesting, waiting period or rollover options in this release.

Steps to Enable

To enable this feature, you need to configure the lookup code. Here's how you can do it:

  1. Navigate to the Setup and Maintenance work area.
  2. Search for and click the Manage Common Lookups task.

  3. Search for lookup type lookup type ANC_PROC_CONFIGS. If you don’t find it, add this lookup type.

  4. Set the Module as Global Absences.

  5. Set the Lookup Configuration Level as Site.

  6. From the REST Access Secured list, select Secure.

  7. Click Save.

Once you define the lookup code, you can add the lookup code in the same page. Here’s how you can do it:

  1. Add the lookup code ANC_RESTRICT_HIRE_TERM_EVENT in the ANC_PROC_CONFIGS: Lookup Codes section.

  2. Select the Enabled checkbox.

  3. Set the start and end dates.

  4. Click Save and Close.

Manage Common Lookups page

Success and Failure Messaging Support for Local and Global Transfers

The enhanced Change Legal Employer Dashboard page provides detailed messages indicating success and failure of processes occurring during an individual’s local or global transfer. This page shows results for all products impacted by the transfer.

When an employee is transferred, absence components are end dated in the old entity, and appropriate enrollments and balances are copied in the new entity. The Change Legal Employer Dashboard page will include success and failure messages for all absence plans that were end dated in the old entity. It will also include success and failure messages for front loaded and incremental accrual plan enrollments and balances that were copied over from the old entity.

This page will display success and failure messages for all open-ended and in-progress absences that were end dated as well as all future or scheduled absences that were withdrawn. These messages will also be displayed when future and scheduled transactions are withdrawn.

Steps to Enable

You don't need to do anything to enable this feature.

New Balance Calculation Date Option

You can now set the balance calculation date to either the current date or the last calculated date for accrual plans. The absence balance will be calculated and displayed based on your choice.

As an administrator, you can select a default balance calculation date from the Additional Attributes section of the Configure Absence Batch Parameters page. If you select the Current date option, the application will display the plan balance as of the system date. If you choose the Last calculation date option, the application will display the balance as of the last calculated accrual date.

The default option selected will become the default balance calculation date on the Absence Balance page and in the absence type balance display on the Add Absence page.

Employees can optionally change their preferred balance calculation date on the Absence Balance page and their balance will be displayed accordingly.

When you select Last calculation date, the date will be displayed below the plan balances. This date represents the day the last accrual calculation was run for the particular plan.

For Compensatory and Donation plans, the plan balance is always displayed as of the current date.

View the Assignment to Which a Plan Enrollment Belongs

If a person has multiple assignments, all enrolled into the same absence plan, he can view the plan balance for each assignment separately. The enhanced pages will display the plan balances along with the name of the assignment that they are associated with. This affects only the employees with multiple assignments. People with single assignment will not see any changes.

This feature applies to both responsive and classic admin pages. Responsive pages such as the Absence Balance page, individual Plan Balance page and Edit/Add Absence page will reflect these changes. For example, the Absence Balance page will display the assignment name under the plan name.

Similarly, as an administrator, if you open an existing absence that impacts multiple assignments, and click the Plan Use tab, you will see the assignment name appear in a new column next to the plan name.

You don't need to do anything to enable this feature.

Decimal Place Configuration for Absence Duration and Plan Balances

Absence duration and plan balance will now show a maximum of two decimals by default. As an administrator, you can now configure the number of decimal places an employee sees for the absence duration and plan balance.

You can select your preferred Decimal Number Format from the Additional Attributes section of the enhanced Configure Absence Batch Parameters page. You can choose to always display a specific number of decimals. You can even choose to display up to a specific number of decimals depending on the calculation.

For example, if you select Show a maximum of 3 decimal places, the application will display the numbers in two ways:

  • If the number has more than 3 decimal places, it will be rounded to 3 decimal places. So a number like 1.666666666… will be rounded to 1.667.

  • If the number has less than 3 decimal places, it will be displayed as it is. So a number like 1.6 will be displayed as 1.6 itself.

If you select Always show 3 decimal places, the application will display the numbers in two ways:

  • If the number has more than 3 decimal places, it will be rounded to 3 decimal places. So a number like 1.666666666… will be rounded to 1.667.

  • If the number has less than 3 decimal places, it will be padded with zeroes till the 3rd decimal place. So a number like 1.6 will be displayed as 1.600.

All admin classic and self-service responsive pages will use your preference to display absence duration and plan balance numbers in the application.

Maximum Duration Limit for Absence Records

If you create an absence type without a designated maximum duration limit, the application automatically sets a default maximum limit for duration during absence entry. This prevents people from entering absences with unnecessarily long durations.

For example, if the UOM for an absence type is Hours, then the application defaults to a maximum duration limit of 4160 Hours.

Administrators can change this duration limit by setting up a designated maximum duration limit from the Duration Rules section of the Create/Edit Absence Type page.

You don't need to do anything to enable this feature.

Absence Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

Self-Service Classic and FUSE Pages To Be Removed in 20D

The employee and manager classic and FUSE self-service pages will be removed in 20D. The employees and managers will not have access to these pages starting in Update 20D. Users automatically will get access to the equivalent pages in the responsive pages, which will be fully functional and fully supported.

If your employees and managers are already using responsive pages, there will be no impact. Employees and line managers who use the classic user-interface for absence cases and manage work schedule assignment pages can continue using the classic pages and will not be impacted. The classic administrator pages accessed via My Client Groups tab will also not be impacted, as those pages will continue to be fully supported.

Employees can no longer use the Schedule Absence and Maintain Absence Records pages to record and manage their absences. Managers will not have access to the Maintain Absence Records page of their direct reports to manage their absences.

Employees and managers will be allowed to enter and manage absences, plan balances, request cash disbursements, initiate donations and make adjustments to compensatory plans only through these responsive user interface pages. The responsive profiles will not be relevant, as they will be automatically redirected to the responsive pages.

Responsive Self-Service Pages

The Maintain Absence Records and Schedule Absence deep links will be removed starting from 20D.

The My Team page for managers will no longer have navigation paths to Maintain Absence Records and Schedule Absence pages. They will be replaced by new navigation paths that will take them to the respective responsive pages. These new navigation paths are Add Absence, Existing Absences, Absence Balances, Cash Disbursements and Donations.

New Navigation Options Will Point the Manager to the New Responsive Pages from the My Team Page

Quick actions under Me and My Team will also change to redirect employees and line managers to the equivalent responsive pages.

The absences links will be removed from the Calendar page. Employees and managers won’t be able to access absence pages from the Calendar page.

New Calendar Page Will No Longer Have the Schedule Absence Link and the Maintain Absence Records Link in the Right Panel

Tips And Considerations

  1. If you had manually hidden or disabled any responsive quick actions, those changes need to be reverted. This is to ensure that your users have access to the appropriate responsive pages.
  2. You need to notify employees and managers to update their favorites. If they added a Classic or FUSE page as a favorite, they won’t be able to access the old pages using their favorites.

  3. If you are currently using cash disbursements and donations through the classic user-interface, you will need to manually add the following aggregate privileges in the role hierarchy of the custom roles of employees and line managers:

  • Manage Cash Disbursements (ORA_ANC_AD_HOC_ACCRUAL_PLAN_BALANCE_DISBURSEMENT_DUTY)
  • Manage Donations (ORA_ANC_MANAGE_DONATIONS)

Override Payment Percentage Action Has Been Removed

The Override Payment Percentage action has been removed in Update 20C and is no longer available. You can now override the payment bands using absence certifications, which gives you a better way to control how the person is paid through the duration of the absence. Here’s how you do this:

  • In the Absence Administration page, click the Action Items tab.

  • In the Payment Percentage Updates section, click Add to create an absence certification and enter details to override the payment percentage.

Time and Labor Management

Time and Labor

Oracle Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration insures accurate and consistent data for payroll processing and costing as well as project management billing.

Reported Hours for Absence Accrual Calculations Enhancements

You can now use the filtered list of State and combined City-County attributes from time cards as location overrides in absence accrual calculations. It doesn't matter whether the overrides come from time cards with all three of the previously-delivered individual location attributes or the two newer, filtered location attributes.

Unapproved Time Card Transfer Enhancement

You now have enhanced parameters for the Prepare Unapproved Time Entries for Payroll Transfer process, which validates unapproved time cards, calculates time data, and sets the appropriate payroll transfer status. The enhancements include:

  • The required From and To Date parameters let you specify the date range containing the reported time entries for the process to consider. The dates of the calculated entries might be different because of work day definition calculations.
  • The Time Card Period parameter is now optional. It further filters the time entries in the specified date range to include only those entries with dates in the time card period.

The Parameters for the Prepare Unapproved Time Entries for Payroll Transfer Process

The logs generated by the process were also enhanced to include this information:

  • The number of time cards found
  • The total time entries
  • The number of valid time entries with a Ready to Transfer status
  • The number of invalid time entries that weren't processed
  • The number of time cards with invalid time entries that aren't ready to transfer

Time and Labor Redesigned User Experience

Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

HCM Experience Design Studio for Time and Labor

You can configure the fields to show and hide, for display only, on time cards and team schedules. This way, you can show frequently used fields and hide the fields people don't use as much.

Weekly Team Schedule Redesigned Self-Service Pages Introduction

When you use a larger-screen device to view your team schedule, you see the entire week from Sunday to Saturday. By default, the team schedule always opens to the current week. People with a blue dot next to them have updates to their schedule.

When a shift crosses midnight, the team schedule shows it as 2 shifts with the first shift ending at midnight and the second shift starting at midnight.

  • The hover details of the first part of the shift include an icon to indicate that the reference and shift dates are different.
  • An icon on the second part of the shift indicates that the shift starts on the previous day.

When you double-click either of these 2 shifts, the same page opens with the same basic information.

When you open your team schedule on a small-screen device, you see a daily view. By default, the team schedule opens on the current day.

If you have read-only access to the team schedule, for example, if your organization has Oracle Fusion Global Human Resources but not Oracle Fusion Time and Labor, you can see only the published schedule. You can't see any planned schedules.

Tips And Considerations

If you're a line manager, you can clear your Display filter selections to see the schedule for all of your organization plus your delegated reports.

The weekly team schedule loads all of the schedules for the week at one-time. You don't have the option to load a subset of shifts and then load more. If you're a manager with a big organization, you might experience performance issues. Before you clear your Display filter, you might want to do one of these actions:

  • Set another filter, such as Manager or Department.
  • Use a predefined saved searches.

View Calculated Time in Incomplete and In Error Time Cards

You can now review time totals, including calculated times, on incomplete and in error time cards. And, you can either review the time that was already transferred to payroll or get projected calculated times. For example, a person checks that their overtime was correctly calculated for their reported hours, even though their work week isn't over yet.

All calculations include only complete entries that don't have any error exceptions. For example, an incomplete entry, or an entry with a time device or entry exception attached to it, isn't included in calculations and won't have a corresponding calculated time.

Classic time cards that are incomplete or were generated with an In error status from time device events have the Review, Apply Changes, and Cancel buttons. When you click Review, you open a dialog box with all of the time card exceptions. Here, you have two options:

  • Remain on the edit time card page and fix the exceptions.
  • Open the Review Time page where you can review the projected calculated times.

When you click Review Time, you start running all associated rules, including time device, entry, and calculation rules.

Classic time cards with an In error status that weren't generated from time device events have the Next, Save, Save and Close, and Cancel buttons.

When you click Next, you start running the associated time entry and calculation rules. Any exceptions generated by the rules appear in an Error dialog box. Here, you have two options:

  • Remain on the edit time card page and fix the exceptions.
  • Open the Review Time page where you can review the projected calculated times.

Note that as the time card is in error, it can't be submitted for approval and thus there is no Submit button on the review page.

You can also see calculated times on the View Time Card page.

On responsive Time Card pages, you see any errors at the top of the page, in an Error dialog box, and in relevant entry rows. You can also click Show Details to see the time totals, including the calculated times. After you fix the errors, click Calculate to start running all associated rules and refresh the calculated times. Time device rules run only for time cards that were generated from time device events.

  • Configure worker time entry profiles to enable if required individuals to edit incomplete and in error entries.

  • Configure worker time processing profiles to include the appropriate time entry and calculation rule sets.

  • Configure the worker time device processing profiles to include the appropriate time device and submission rule sets.

Override Costs on Time Card Redesigned Self-Service Pages Based on Payroll Cost Validation

Reported Time

You can override the cost segment for any time card field with a payroll value that has cost override enabled. For example, the field values for this time card are configured so that you can override the cost for Regular payroll entries, but not absence entries, such as the Sick entry.

Here's how cost override is applied:

  • To payroll values in hour or units
  • To calculated entries created after reported time entries are complete

Use the override cost action only if you need to override the cost. Otherwise, the default cost defined at the payroll level applies.

The Override Cost action opens the Cost Overrides page on the entry which has a payroll value that you can override the costs for. You see the default cost values when you open the page, so you know if you really need to change the cost. To leave the page if you didn't make any changes, click Cancel. Otherwise, you get an error message. If you did make changes, when you click OK, you start payroll validation. If validation finds any issues with your changes, you get the appropriate messages. If validation completes without any issues, the process returns you to the Entries page.

Calculated Time

You can see any cost overrides in the additional information area of detailed calculated entries. If time calculation rules generate additional entries, cost overrides apply to only the calculated entries with payroll values that have cost override enabled. For example, someone reports 9 Regular hours. They have a time calculation rule that changes that Regular entry from 9 hours to 8 hours and creates another, Overtime entry for 1 hour. The Regular value has cost override enabled but the Overtime value doesn't. So, the cost override applies only to the 8 Regular hours.

Transfer to Payroll

Only cost overrides transfer to payroll because they already have the default values. When overrides are percentage based, the default cost and the cost override transfer to payroll, but no any read-only values. In the example you see here, the Appropriation cost value was overridden on the time card, so it transferred to payroll.

Time Entry Layout Components

You can enable entry-level cost overrides only for multiattribute time card fields and only for Payroll Time Type attribute values, as shown here. Note that by default the Absence Management Type values can't be overridden. You configure multi-attribute fields using the Time Entry Layout Components task in the Setup and Maintenance work area. It's part of the Workforce Deployment offering, Time and Labor functional area.

Time Layout Sets

  1. You need to add the Responsive UI layout to the layout sets for people whom you want to let override costs before you can add the Cost overrides layout.

If you're updating an existing layout set, be sure to remove all of the cost segments from all other layouts except the Calculated Time view of the Responsive UI layout before you enable the Cost overrides layout.

  1. To define the Responsive UI Layout that you just added or edit the existing layout, click the Configure Layout icon. Then on the Entries section, click the Edit Layout button.

Be sure to include on the Reported Time tab, the multi-attribute time card fields with cost override enabled for the appropriate Payroll Time Type attribute values. The cost segments aren't available on the Search and Select: Time Card Field dialog box opened from the Reported Time tab. They are available in the same dialog box opened from the Calculated Time tab of the same layout or in the Cost overrides layout.

Set up the other properties of the Responsive UI layout.

Be sure to include on the Calculated Time tab, the multi-attribute time card fields with cost override enabled for the appropriate Payroll Time Type attribute values. This lets people see how the cost overrides were applied to the calculated time card entries.

Save your changes to the Responsive UI layout.

  1. To define the Cost overrides layout that you just added or edit the existing layout, in the Layout Name field, select Cost Override Layout. Then, click the Edit Layout button.

In this layout, you add the dependent costing time card fields that are displayed in the cost override page accessible from the time entry in the time card.

Worker Time Entry Profiles

On the appropriate worker time entry profiles, enable cost overrides. Use the Worker Time Entry Profiles task in either the Time Management or Setup and Maintenance work area. In Setup and Maintenance, it's part of the Workforce Deployment offering, Time and Labor functional area.

You can duplicate the rule template to create other templates and rules that better support your specific calculation policies. You can create time calculation rules with the delivered Apply Cost Overrides to Calculated Entries template. Use the Time Rules task in the Setup and Maintenance work area, Workforce Deployment offering, Time and Labor functional area. Or, use the Rules task in the Time Management work area.

Rule Sets

You can either create a new time calculation rule set with your rule included, or you can add your rule to an existing rule set. Either way, you want to make the apply cost overrides to calculated entries rule the last item in the rule set to that the rule applies the cost overrides to the final calculated entries. Use the Time Rule Sets task in the Setup and Maintenance work area, Workforce Deployment offering, Time and Labor functional area. Or, use the Rule Sets task in the Time Management work area.

Make sure that the apply cost overrides rule is part of the time calculation rule set selected on the appropriate worker time entry setup profile. Work Day Definition Enhancements

For people with a spanning days rule that's start day, you can calculate the earned day for time entries that cross midnight using their schedule and grouping threshold. The start day rule and grouping threshold are applied to the person's schedule to determine the start and end of their day. If a time entry starts during these scheduled start and stop times, the earned day is the start day of the schedule. Otherwise, the start day rule and grouping threshold apply directly to the time entry. And then, the entry is reported on the time card with the time card period that includes the earned day. For example, Bridget Hamilton works 40 hours a week and their days start at midnight, the same as calendar days. Their work day definition has a spanning days rule of Start day and a grouping threshold of 90 minutes. Bridget reported time on Sunday, May 24 from 8:30p to 11:30p. Then, they report time on Monday, May 25 from 12:30a to 5:30a on their time card with a time card period from May 14 – 24. They do this because the calculated earned day is Sunday, May 24, which is the last day of the time card period.

Occasionally, people need to override the earned date. For example, a person's manager asks them to go back to work after their scheduled shift and outside the grouping threshold. And, their manager agreed that it should count for the previous day so the person can get premium pay. So, you can create and add a time card field on their time cards to let them override the earned date when the configured start day spanning rule doesn’t apply to the situation.

Also, if the day spanning rule splits time at the day start time, time entries can’t span midnight when the dates involved are part of two different time card periods. A message appears when people report their time on a time card with the time card period that doesn't include the earned date.

We’ve taken the employee and manager self-service pages to the next level by redesigning them to look and behave the same on desktop and mobile devices. We’ve also changed the look and feel of the pages to provide a better experience for end users.

Pages and messages look more modern and use simpler, more conversational language so that you can more easily read and understand content across all devices. The pages are clutter-free and clean and display only those fields that are required to complete the task. You can personalize the pages and add more fields that are hidden by default. For most self-service tasks, you’re asked what you want to do, and the task is broken down into a series of steps based on your choice.
