Oracle Cloud Scale Charging and Billing to help Japanese telco leader enhance agility, reduce costs, and accelerate innovation in support of business expansion and growth

Oracle today announced that KDDI Corporation, Japan’s second-largest telecommunications company and operator of the au mobile phone service, has selected Oracle to support a comprehensive upgrade of its core charging and rating platform. To help reduce operational expenses and fast-track service innovation via resilient, AI-ready infrastructure, KDDI is replacing its legacy system with Oracle Cloud Scale Charging and Billing running on Oracle Cloud Infrastructure (OCI), in addition to leveraging other complementary Oracle solutions.
As part of its growth strategy, KDDI will leverage the cloud native Oracle Cloud Scale Charging and Billing solution. As a result, KDDI intends to provide customers with personalized, insight-driven experiences, with support from Oracle, to help grow, streamline, and manage revenue flow across various business models.

KDDI has leveraged its telecommunications foundation—particularly 5G, data-driven initiatives, and generative AI—to accelerate business growth by delivering value-added services in expansion areas such as digital transformation, financial services, and energy. To continue this expansion, KDDI needed to modernize its charging and rating system to capture new market opportunities, address rapidly evolving technical requirements, and build a future-ready, flexible billing foundation. KDDI’s legacy platform had incurred high infrastructure expenses and increasing operational demands on specialized resources, which slowed KDDI’s time-to-market for new offerings.
Following a comprehensive evaluation, KDDI selected Oracle Cloud Scale Charging and Billing for its alignment with KDDI’s business objectives and ability to demonstrate off-the-shelf, proof-of-concept viability for approximately 1,000 use cases. For example, when tested on OCI, its highly efficient architecture demonstrated the ability to achieve significant cost reductions, which enables KDDI to dedicate resources to other projects.
By leveraging built-in features in Oracle Cloud Scale Charging and Billing such as charging, rating, and tariff plan configuration, KDDI can avoid developing custom code for each product feature to enable more frequent and reliable product releases, helping improve development productivity for new products and services and enabling faster releases. Oracle Cloud Scale Charging and Billing can also help KDDI provide insight-driven charging, rating, payment, and collection experiences for broadband, content, and other services that can be integrated across digital channels using TM Forum APIs.
The Oracle Customer Solutions for Industries team will work closely with Fujitsu as a development and implementation partner to deliver Oracle Cloud Scale Charging and Billing, providing KDDI with trusted delivery governance and a clear roadmap to support additional business models at scale.
