East Midlands Shared Services Drives New Ways of Working with Oracle ERP and HCM Cloud and Evosys

Technology partnership between Leicestershire County Council and Nottingham City Council prepares for the future, introducing more digital ways of working.

UK—20 September 2018

East Midlands Shared Services (EMSS), the partnership owned by Nottingham City Council and Leicestershire County Council, today announced it will be taking a digital approach to its core processes with Oracle Cloud. The shift will see users and customers benefit from improved connectivity and more efficient and agile streamlined services which EMSS hope to be able to roll-out to other local authorities and public-sector bodies.

EMSS was created to deliver HR and financial services to Leicestershire County Council and Nottingham City Council on a shared ERP platform. The partnership provides staff and customers with a finance, procurement, HR and payroll solution - and has jointly saved the councils more than £2 million. The move to the Oracle Enterprise Resource Planning (ERP) Cloud will support the partnership’s new programme, ‘Fit for the Future’, which is designed to streamline processes across the partnership, including improved reporting, user experiences and data integration, supporting the skills of an agile, flexible and digitally enabled workforce.

As EMSS is a commercial organisation, its customers – other public-sector organisations, such as schools and academies, fire services and district councils – will also benefit from improved services, as will the citizens they serve.

Lucy Littlefair, Head of EMSS, said, “Local authorities are under so much pressure to do more with less. It is therefore crucial that our back office services operate as efficiently as possible. That means digitalising processes to streamline operations internally as well as to create better services for their customers – the UK’s citizens. Our Fit for the Future programme, supported by Oracle Cloud and delivered by Evosys, has been designed specifically to help us support the partners with an infrastructure that matches our digital ambition and equip us to be more productive, agile and innovative now – as well as into the future.”

“The East Midlands Shared Service programme is a prime example of how local authorities can make use of cloud technologies to create platforms and solutions that benefit not only their own organisations, but the public sector as a whole,” said Debbie Green, Senior Sales Director, Public Sector at Oracle UK. “The templates created here offer a huge opportunity to other local authorities looking to quickly and easily scale their digital infrastructure to ultimately deliver better services to their communities.”

To ensure that the implementation is robust and delivers on its objectives, EMSS selected a delivery partner with proven Oracle Cloud experience in the public sector. Evosys was selected as it has extensive experience in the move to Oracle Cloud with a methodology which Evosys believe is robust and will offer the best potential to realise its aspirations.

Umang Nahata,CEO, Evosys, said, “We are looking forward to working with EMSS to deliver true business transformation and long-term sustainability. Our consulting services programme designed specifically for Local Government, delivers pre-configured templates and solutions. These have been developed by our centre of excellence based on experience of delivering similar programs to many other Councils. Evosys sees this partnership as a very strategic opportunity to build and deliver the most modern and sustainable digital platform for Local Government. We are committed to our partnership with EMSS to deliver a highly successful programme which will generate significant value for the Councils for many years to come.”
