Founded in 1996 after the enactment of the Depositor Protection Act (DPA), Korea Deposit Insurance Corporation (KDIC) is a public financial institution that offers deposit insurance to protect depositors’ funds and promotes public confidence in the financial system. KDIC collects insurance premiums from insured financial institutions, such as banks, credit unions, and insurance companies, during normal time and makes payouts to depositors up to the insured limit in the event of a financial crisis or should an insured financial institution fail to meet its deposit obligations due to bankruptcy. Its goal is to enable early detection of risks and ensure financial stability in the country.
 
Business Challenge
  • Build an advanced disaster recovery (DR) system to replicate and backup critical depositor data without having an impact on the primary database system and meet the institution’s data protection strategy for its core banking system
  • Prevent data loss during an outage or natural disaster and minimize disruption to business operation, such as management of financial transactions
  • Accelerate monthly disaster recovery test to ensure high system performance and availability and increase operating efficiency, such as conducting risk analysis of financial institutions

  • Achieved zero data loss for critical depositor information, such as deposit insurance application and payment, by using Oracle Database 12c and Oracle Active Data Guard to replicate the primary database at a remote location and enable rapid fail over to the DR system
  • Completed monthly disaster recovery test 2x faster—in just 20 minutes instead of 40 minutes—by using Oracle Active Data Guard to replicate change data, such as deposits and withdrawals, in the DR system with minimal performance impact on the production database and network
  • Enabled continuous business operations, such as risk surveillance of insured financial institutions, by deploying Oracle Maximum Availability Architecture with Oracle Real Application Clusters to reduce planned or unplanned downtime and ensure high availability
  • Cut software maintenance costs by adopting automatic storage management and clusterware embedded in Oracle Database 12c rather than using a third-party data sharing and high-availability solution

Execution

KDIC implemented Oracle Database 12c, Enterprise Edition, and Oracle Active Data Guard, Oracle Diagnostics Pack, and Oracle Tuning Pack, to build its DR system. It completed the project in just four months and went live with the new DR system after a one-month stabilization period.
