Oracle is expanding the AI infrastructure and generative AI capabilities it provides to the UK government and defence organisations, including NATO, through the Oracle UK Sovereign Cloud. The new AI innovations are a significant step forward in delivering on Oracle’s commitment to invest U.S. $5 billion in the UK over the next five years and will enable UK government and defence organisations to take advantage of the latest advancements in AI without compromising national security.

This announcement coincides with President of the United States Donald J. Trump’s historic second state visit to the UK and reflects the two countries’ depth of cooperation across technology, defence, manufacturing, and other key areas. Oracle’s UK Sovereign Cloud will provide a common secure technology platform to increase defence cooperation between the U.S., UK, and NATO.

“Under President Donald J. Trump's leadership, allied nations are increasing defence investments to strengthen peace and security,” said Safra Catz, CEO, Oracle. “Oracle is proud to deliver advanced cloud and AI infrastructure to support the critical missions of government and defence organisations in the UK and NATO member states throughout Europe.”

The additional Oracle Cloud Infrastructure (OCI) capacity and new AI capabilities, including OCI Generative AI service, will help UK government and defence customers, as well as NATO, achieve new levels of productivity, unlock growth, and support national security. With OCI Generative AI service, customers can seamlessly integrate powerful models from a curated list of providers into a wide range of use cases, including writing assistance, summarisation, analysis, and chat. With OCI AI Agent Platform, customers can take advantage of a fully managed, cloud native solution to build, deploy, and manage advanced AI agents.

UK Technology Minister Kanishka Narayan said: "Protecting its citizens is the most important job of any government. This investment by Oracle is helping us make sure we can continue to protect our national security in an increasingly uncertain world. The UK and United States have always stood shoulder to shoulder in facing down shared global threats which threaten our way of life. By using AI we can ensure our two nations and international allies are working in lockstep to do just that - with truly cutting-edge defences."

“The UK Government has shown leadership with its ambitious AI goals. Oracle’s U.S. $5 billion investment in the UK further cemented our commitment to supporting this agenda,” said Siobhan Wilson, senior vice president and country leader, Oracle UK. “We continue to drive cloud and AI innovation to help UK customers address their most pressing challenges.”

Oracle UK Sovereign Cloud provides cloud computing services, including sovereign AI, and offers over 100 services available in OCI public regions. It enables the UK Government and defence organisations to modernise rapidly at scale, ensure that some of the world’s most valuable data is secure and addresses sovereignty requirements, and maintain a strategic edge over adversaries. It is also available for use by NATO organisations, enabling the alliance to benefit from OCI’s industry leading compute and AI capabilities without compromising security.

With OCI Generative AI service, customers can choose from a selection of pretrained foundational models or custom models that can be fine-tuned with the customer’s own data. Fine-tuning lets the model learn the customer’s specialised use case, resulting in greater accuracy and relevancy.

The Oracle UK Sovereign Cloud provides UK data residency for customers, with dedicated UK-based operations and support teams staffed by UK citizens that have both UK SC and NATO security clearances. Building on that UK sovereignty foundation, the OCI Generative AI service is a managed service that uses dedicated AI clusters that are only accessible to the customer in their tenancy. It enables customer users to integrate LLMs in their own applications through an available API.

OCI Generative AI service works seamlessly with AI Vector Search, a feature of Oracle Database 23ai that provides retrieval-augmented generation (RAG), a generative AI technique that combines pretrained LLMs and proprietary business data to deliver responses with higher accuracy. Security of data is paramount—all data sent to the OCI Generative AI service stays within the customer tenancy, including data used to fine-tune a model as well as prompts and responses.

For Oracle Fusion Cloud Applications Suite customers, this will bring the latest generative AI features and functionality, including new AI Agents embedded within Oracle Fusion Applications, to the Oracle UK Sovereign Cloud. This also includes generative AI capabilities embedded into existing workflows across finance, HR, supply chain, sales, marketing, and service, as well as the Oracle AI Agent Studio for Fusion Applications, which provides customers and partners with tools to easily modify existing agents and create and manage new ones to address industry-specific needs and drive new levels of productivity.
