Oracle Ranks No. 1 in 2026 ISG Buyers Guide™ for Workforce Management Suites and Healthcare Workforce Management

Shifting demand, labor cost pressures, evolving employee expectations, and changing compliance requirements mean staffing decisions must account for more variables in real time. For healthcare organizations, those decisions can also directly affect workforce sustainability and patient care.
Organizations need workforce management to help them respond to changing conditions, manage risk, and operate at scale. That means continuously monitoring workforce conditions, anticipating demand and staffing risks, testing scenarios through modeling and simulation, and continuously replanning as conditions change. Oracle Workforce Management, part of Oracle Fusion Cloud Human Capital Management (HCM), earned the highest performance scores in the Workforce Management Suites and Healthcare Workforce Management evaluations. Oracle was also classified as an Exemplary Provider and named a Leader in every category evaluated, including Overall, Product Experience, Capability, Platform, and Customer Experience.
Workforce management becomes an operational advantage
In its Workforce Management Suites evaluation, ISG recognized Oracle for its enterprise-scale capabilities across scheduling, time and labor, absence management, and workforce analytics, as well as its embedded AI and agentic applications, which help automate execution to deliver predefined outcomes.
According to ISG, Oracle “distinguishes itself through its ability to operationalize real-time insights, helping organizations continuously optimize labor allocation, maintain compliance, and align workforce execution with broader business objectives.”
ISG’s findings reflect a significant shift in what organizations expect from workforce management. Rather than simply tracking hours and correcting issues before payroll, AI-powered workforce management can give organizations earlier visibility into wage exposure, overtime risk, staffing gaps, and compliance issues.
With Agentic Applications, organizations can identify what needs attention, coordinate the next steps, and move work forward across workforce processes to achieve the right outcomes. For example, the Workforce Operations Command Center, a Fusion Agentic Application, can monitor workforce exceptions, reason over relevant workforce conditions, recommend actions, and automate defined fixes across scheduling, time, and absence processes. This helps move HCM from a system of record toward a system of outcomes, with agentic applications acting within trusted workflows, policies, and business processes.
For healthcare organizations, ISG cited integration between Oracle Workforce Management and Oracle Health, which helps connect workforce information with clinical and operational data to support staffing decisions across roles, units, and acuity levels.
“The platform’s support for real-time visibility, rule-driven scheduling, and operational insight positions it well for large health systems seeking to standardize processes, optimize labor utilization, and improve coordination across distributed care settings,” stated the report.
