MySQL products are offered through different methods of licensing which determine the type of agreement a partner must sign with Oracle to distribute the products. The matrix below shows each product and the corresponding agreement for distribution.

Perpetual licenses are only available for distribution by Oracle partners subject to an applicable Application Specific Full Use Program Distribution Addendum, Embedded Software License Addendum or Full Use Distribution Addendum.
