All sites are susceptible to this vulnerability. The vulnerability is exploited by using the Node Manager and allowing a potential attacker local file access to the nodemanager.config file. The CustomTrustKeyStorePassPhrase appears in cleartext in the nodemanager.config file. An attacker with file access to the nodemanager.config file could obtain the keystore passphrase which could lead to the attacker compromising the keystore.
This issue was resolved by encrypting the keystore passphrase.

Oracle strongly recommends the following course of actions.
WebLogic Server and WebLogic Express version 8.1
