Our fit-gap analysis found that Oracle Fusion Cloud Applications met over 95% of our finance and HR requirements.

The University of Windsor serves about 18,000 students across nine faculties and six professional programs. The Canadian university brings a global perspective to research, teaching, and learning and has more than 150,000 alumni in more than 120 countries.

Paper-based work slowed finance and HR

The university ran finance and HR operations on a collection of on-premises applications supported by paper-based processes, manual workarounds, and complex integrations. The setup made it harder for teams to work from consistent processes, assign clear ownership, and spend time on analysis rather than data entry.

After evaluating multiple providers, the University of Windsor selected Oracle Fusion Cloud Enterprise Resource Planning (ERP) because it met more than 95% of finance requirements without customization. Capabilities for general ledger, procurement, and projects supported the decision to move forward.

HR became the next point of change

With finance and accounting moving forward, HR became the next priority. The university wanted to improve HR practices for more than 10,000 full- and part-time employees and reduce the operational drag created by older processes.

With our finance challenges addressed, HR became the cog in the wheel that didn’t turn. We were about 25 years behind from a process perspective.

A common platform for people, pay, and finance

Oracle Fusion Cloud Human Capital Management (HCM) was again the best fit. “It was like a landslide toward the Oracle solution in terms of what would suit our needs,” Fraser says.

The university first implemented Oracle Fusion Cloud ERP for finance, planning, project accounting, and procurement. In the second phase, Accenture helped deploy Oracle Fusion Cloud HCM for its human resources foundation, payroll, talent, and workforce management, along with Oracle Fusion Cloud Procurement for supplier management.

That HCM scope gave the University of Windsor a stronger foundation for employee processes that connect people, pay, time, and talent. With HR, finance, and accounting working from connected applications, teams could reduce manual handoffs, apply more consistent controls, and support work tied to employees and payroll without relying on disconnected systems.

More time for analysis and employee support

With finance and HR processes connected on one platform, the University of Windsor changed how administrative teams worked. Staff shifted time away from manual data entry and toward more analytical activities, while stronger cross-team collaboration helped improve day-to-day operations.

The change was especially clear in payroll. The university reduced payroll processing time from two weeks to two days, giving staff more time to focus on higher-value work that supports employees and the institution.
