Why Oracle EU Sovereign Cloud?

Oracle EU Sovereign Cloud offers customers access to the same services as Oracle’s commercial public cloud. The same applications and workloads can run in Oracle EU Sovereign Cloud; new skills or operational processes are not needed.

Enforced data residency with a physically and logically separated cloud architecture

The two EU Sovereign Cloud regions in Spain and Germany are separate from Oracle’s commercial and government cloud regions. This separated EU cloud architecture simplifies and strengthens digital sovereignty and controls.

Customer deployments are faster and lower risk with data residency and EU containment by default, not configured through complex policy tools.

    • All 100-plus services

      All 100-plus cloud services available in Oracle’s public cloud are available in Oracle EU Sovereign Cloud, with the same SLAs for performance, management, and availability and the same pricing as Oracle’s other cloud regions. Customers can bring over existing agreements, such as Universal Credits, from Oracle’s other cloud regions.

    • Oracle applications

      Oracle Cloud Applications currently available in Oracle European Union Restricted Access Cloud Service (EURA) will move to Oracle EU Sovereign Cloud in the future.

    • No sovereign trade-off

      Both private companies and public sector organizations can have more control over their data and align with EU requirements. There is no need to accept fewer cloud capabilities at a higher price to implement a digital sovereignty strategy.

    • No partnership complexities

      EU Sovereign Cloud is operated by separate Oracle legal entities based in the EU, using Oracle’s expertise as a cloud operator, so there are no joint venture or partnership complexities in terms of time to market, operations, feature set, or depth of support.

    • The latest OCI features are always available

      In addition to the 100-plus services and apps available in commercial regions, service updates and new features will be available in EU Sovereign Cloud at the same time as Oracle’s other cloud regions, and customers can count on the same enterprise support at no extra cost.

    • An EU dedicated realm

      Infrastructure is physically and logically separated from other Oracle commercial and government cloud regions within a separate cloud realm.

    • Network isolation

      The EU sovereign realm shares no infrastructure with Oracle’s commercial regions in the EU and has no backbone connection to Oracle’s other cloud regions.

    • Separate EU operations

      Realm architecture enables Oracle to carry out customer support and cloud operations using only employees of a specialized EU legal entity.

    • Separate governance

      Customer access is managed through tenancies and identity and access management entities that are separate from commercial regions.

    • Quicker and simpler deployments

      Data residency by default leads to sovereign cloud deployments that are quicker and simpler, with less risk of misconfiguration. Customers’ hosted data remains within Oracle EU Sovereign Cloud regions by default and cannot be placed in a commercial region.

    • Local high availability

      Each sovereign cloud region contains at least three fault domains (FDs), which are groupings of hardware that form virtual data centers for local high availability and resilience to hardware and network failures.

      Regional-scale disaster protection

      Oracle will deploy two cloud regions in Spain and Germany to maintain availability in the event of regional-scale disasters.

    • Resilience within the EU

      The dual-region strategy enables sovereign disaster recovery architectures to be located entirely within the EU. Customers can deploy resilient applications with disaster recovery capabilities to address data security legal requirements while also addressing EU data residency regulations and data sovereignty requirements.

    • EU resident business continuity
    • Owned and operated within the EU

      Oracle EU Sovereign Cloud data centers are located in the EU and operated by new, EU-based legal entities created for this purpose. These entities own the hardware, assets, and data center leases, operate the cloud regions, and support customers using these regions. The EU-based legal entities are subcontracted by Oracle to operate EU Sovereign Cloud, and have separate governance policies and corporate bylaws to operate under EU data privacy and sovereignty requirements. These policies enforce alignment with the standards of practice in the EU, such as GDPR and guidelines from the European Data Protection Board.

    • Support and operations within the EU

      Customer support and data center operations are handled within the borders of the EU by EU resident personnel who are employed by EU legal entities and are separate from Oracle’s global cloud operations.

Oracle sovereign cloud solutions: Control over your data with access management

Access to OCI is based on the concept of least privilege, which means restricting role entitlements to the minimum required to perform functions and implementing strict identity authorization policies. In fact, operations staff are required to use multifactor authentication, a VPN connection, and an SSH connection with a user account and password/private key to access the infrastructure and services supporting OCI.

It doesn’t end with authorization and authentication—monitoring access is just as critical. OCI provides you with services and solutions that allow you to continuously monitor authentication logs for servers and network devices supporting OCI services.
