The UK Health Security Agency (UKHSA) protects people in the United Kingdom from infectious diseases and other health threats. To justify major investments, it must produce business cases that follow strict and specific guidance, a process that had become slow and complex, with documents that were hard for reviewers to digest. Using Oracle Cloud Infrastructure (OCI), Oracle APEX, and OCI Generative AI, with a retrieval-augmented generation (RAG) knowledgebase built on government policy handbooks, UKHSA built a secure low-code app that helps staff collaborate on structured business cases and lets reviewers query documents in natural language. Early feedback shows that the app is facilitating faster authoring and reviews, better consistency with guidance, and smarter decision-making. It’s a clear example of how non-IT teams can safely build AI-powered tools in the public sector.
