Arvato Systems Runs European Medicines Verification System on Oracle EU Sovereign Cloud

Arvato Systems, a global IT and multicloud services provider, is using Oracle EU Sovereign Cloud to support prescription medicine verification across 15 European countries. By migrating its National Medicines Verification System (NMVS) from on-premises infrastructure to Oracle EU Sovereign Cloud, Arvato Systems has been able to enhance the performance, availability, and scalability of its mission-critical healthcare service while supporting EU data residency and privacy requirements.

To help prevent counterfeit medicines from illegally entering the pharmaceutical supply chain, Arvato Systems’ NMVS enables pharmacies, hospitals, wholesalers, and other supply chain participants to verify the authenticity of prescription medicines before they are dispensed to patients. The system forms part of the EU medicines verification framework, with Arvato Systems operating dedicated NMVS instances for National Medicines Verification Organizations (NMVOs) across 15 European countries and processing hundreds of millions of verification requests each year. As demand increased, maintaining separate on-premise NMVS environments for each country became increasingly difficult to efficiently scale and manage. To streamline operations, support future growth, and help meet EU regulatory requirements, Arvato Systems migrated its NMVS to Oracle EU Sovereign Cloud.

Oracle EU Sovereign Cloud has also enabled Arvato Systems to streamline operations, improve IT efficiency, and support multiple national deployments cost-effectively by enabling it to centralize development, testing, and updates for the NVMS service. To further improve availability, scalability, and performance of the NMVS service, Arvato Systems migrated its critical Oracle databases to Oracle EU Sovereign Cloud, where they run on Oracle Exadata Database Service. This enables Arvato Systems to dynamically scale the service as market demand changes and strengthen operational resilience.

With data centers located entirely in the EU and data center operations run by EU legal entities and personnel, Oracle EU Sovereign Cloud helps Arvato Systems address stringent EU data residency and security requirements for healthcare data, with a governance and assurance framework aligned with key EU and regional standards, including GDPR, C5, and IT-Grundschutz. The implementation spans multiple availability domains in Oracle EU Sovereign Cloud regions in Madrid and Frankfurt to help maximize availability, strengthen operational resilience, and support disaster recovery.
