City of Lohja creates chatbot to power document insights with Oracle AI solution

Lohja is a Finnish city that provides a wide range of municipal services to support its residents. As the city’s internal document archive grew, employees for its HR support and ICT helpdesk support services needed faster, more accurate answers than keyword search could deliver. Working with Oracle partner Miracle Finland Oy, the city built a centralized knowledgebase using Oracle AI Autonomous AI Lakehouse and Oracle APEX, a low-code, no-cost development feature within the database that can answer approximately 85% of support questions. The solution uses Oracle Cloud Infrastructure (OCI) Enterprise AI, a fully managed service that connects large language models to analyze documents and extract key entities such as projects, decisions, people, and the relationships between them. Those connections are stored in Oracle Autonomous AI Database with Oracle Graph, enabling the application to answer questions based on the context of how items relate—not just isolated text. The solution also uses Oracle AI Vector Search to run semantic similarity searches that can find information by meaning even when keywords don’t match. By combining graph and vector queries, the chatbot surfaces related insights that basic RAG can miss, helping city employees save time and improve decision-making.
