Oracle JDeveloper 18.104.22.168.0 Studio Edition
After you install JDeveloper go to Help->Check for Update and choose to install the Oracle Mobile Application Framework.
Oracle Enterprise Pack for Eclipse - pick the bundle that includes Oracle MAF.
