Business challenges

Located on the coast of South Carolina near Charleston, the Town of Mt. Pleasant is the fourth-largest city in the state. Given population growth of 50% from 2010 to 2020, demand for city services, including permitting and licensing, increased markedly. With Oracle Permitting and Licensing, the town was able to adopt online application submissions, streamlined review, and improved ease of use for citizens.

With an average of 7,500 permits issued annually, its building, planning, and regulatory services relied on outdated email and paper-based systems, which were managed solely by staff during business hours. The town sought to simplify and modernize these processes by consolidating them into a unified cloud-based platform, offering residents easy, round-the-clock access to services.

Why the Town of Mount Pleasant chose Oracle

As an existing Oracle Fusion ERP Cloud customer, the town turned to Oracle for help with streamlining and modernizing its licensing and permitting process. With about 7,500 permits issued annually, Mt. Pleasant’s building and planning services relied on outdated paper-based processes that were available only during business hours. Town officials chose Oracle Permitting and Licensing (OPAL) for its intuitive, user-friendly experience for homeowners, contractors, employees, and vendors, as well as its modern, automated features. Also, OPAL would integrate seamlessly with the town’s Fusion Cloud ERP application. To help implement the software, Mt. Pleasant leaders selected Oracle Consulting, based on its in-depth understanding of the town’s permitting and licensing process requirements, deep expertise with OPAL, and close accessibility to Oracle product development.

Results

Mt. Pleasant gained a modern, consolidated, automated system for permitting, planning, and code enforcement, which drastically cut the cost of system maintenance and created a robust and easy-to-use platform for both staff and residents. Plus, users can visualize permit statuses across the town with OPAL’s map-based geographic information. Homeowners and contractors now use the application to complete and submit applications online 24/7, in addition to scheduling inspections, reviewing application checklists, paying fees, tracking permits, and communicating with Mt. Pleasant staff.
